The same is true of marriage/death certificates too, but in truth all a
birth certificate is a copy of the information recorded in the public
register. Anyone can go and look up any record at any time, so the
security measures kick in higher up the scale. So although your
colleague might need to supply a copy of a birth certificate for her
daughter's passport application, the birth certificate alone is not
sufficient to actually be issued with one.

This issue has been brought to my attention twice recently and I just
cannot believe that this is actually happening.
A colleague wanted to obtain a full birth certificate for her daughter
(they had lost the full one) for passport purposes. Anyway, they phoned
up and were able to order it over the phone without any security checks.
They gave her name and DOB and the actual office told them the place of
registration and full name of both parents to double check that they had
in fact the proper child and are sending it to them first class.
Fraudsters, blaggers and illegal immigrants can have a field day here.
In view of current security measures more or less everywhere you go, it
seems incredible that you could in fact order anyone's full birth
certificate without any proof of who you are............
I know having phoned the tax office in relation to my son's tax
information that they wouldn't even discuss it with me unless he was
standing beside me and could verify that it would be OK for me to speak.
Perhaps if the Govt got the basics in place we would all be able to live
in a more secure and safer environment.
