I think it's nobody's business but the forum's administrator - if
someone breaks the rules of the forum, they get chucked out, end of
story. It's also up to the forum administrator to decide the level of
scrutiny they apply to users' registration details, and whether the
forum should be post or pre-moderated.
The only exception I could envisage is if someone has made libellous
accusations against an individual, which had caused actual and
quantifiable damage to them; in which case that individual might
reasonably demand to know the poster's identity in order to sue them.

I'm a member of a web based forum hosted in the UK, users register to

posts. If one of those users chooses a second username and posts
offensive
remarks, can the host reveal to other members the main username of the
poster? This may reveal the users name and email address.
I feel they can't as it would identify the individual and be against the
DPA.
