The reasons behind any proposed ban would need to be fully known prior to
commencing any real work on formulating the policy.
If the ban is an overall one without any caveats (either logical or
geographical) it would only create difficulties as identified by other
responses.
If the ban was a focused one, which allowed for those uses where the data
subject consented, or similar, and was done to allow the widening of
available options following misuse, it could be useful.
E.g. TV coverage with the patient's consent of an operation versus a camera
phone shot of a celebrity on the operating table taken without their
consent, or as stated by Martin, a camera phone shot of a new born and
mother, taken with their consent, would not be a problem, but one taken
without their consent and forwarded to the media could be.
Of course, the answer to the question 'when is a photograph personal data'
will also affect any policy document covering the DP aspects.
