Bill Document No. 1: Disability Discrimination (Amendment) Bill [HL] (2002)

Konur, O. (2002) Disability Discrimination (Amendment) Bill [HL] (2002)
House of Lords First Reading Annotated, HL Bill 40, 8 January 2002, House
of Lords, Version 1, 13 January 2002, 25,000 words; Version 2, 10 March
2002, 27,000 words (London, City University). [On-line]

Abstract
This web site presents an annotated full-text copy of the proceedings of the
'First Reading' of the Disability Discrimination (Amendment) Bill (DDAB)
(2002) (Bill No. 40, 8 January 2002, proposed by Lord Ashley) in the House
of Lords on 8 January 2002. It complements a series of web sites on this
Bill's 'Second Reading' on 23 January 2002 at
http://www.student.city.ac.uk/~cx639/ddab402r.htm and on the proceedings of
the 'Committee Stage' of the Bill in the House of Lords on 6 March 2002 at
http://www.student.city.ac.uk/~cx639/ddab40c.htm as well as the proceedings
of the 'Report Stage' of the HL Bill 62 at
http://www.student.city.ac.uk/~cx639/ddab62.htm. It forms a part of the
Research project web site, Disabled students in higher education: current
public policy issues, established and maintained at
http://www.student.city.ac.uk/~cx639/index.htm since June 1999. Therefore
this web site is a free outreach activity of this four-year long self-funded
research project. This Bill aims to amend the Disability Discrimination Act
(DDA) (1995) with fourteen clauses (as of 8 January 2002). Its 'Second
Reading' saw the wide range of support from the House of Lords. It is
reported during this 'Reading' that the government does not support this
Bill and it is intended by the Government to revise the DDA (1995) in the
light of both the recommendations of the Disability Rights Task Force and
European Employment Directive by October 2004. As Lord Ashley hopes many
more people would have access to the Bill and the proceedings of its debate
in the House Lords in 23 January 2002 and 6 March 2002 in an accessible
manner through this web site as well as its sister web sites.

House of Lords Report Stage Annotated, HL Bill 62, 6 March 2002, House of

Abstract
This web site presents an annotated full-text copy of the proceedings of the
House of Lords 'Report Stage' of the Disability Discrimination (Amendment)
Bill (DDAB) (2002), HL Bill 62, 6 March 2002, as amended in the 'Committee
Stage' of the House of Lords on 6 March 2002. It is an amended version of
the HL Bill 40 after its debate in the House of Lords. It complements a
series of web sites on the HL Bill 40's proceedings of its 'First Reading'
on 8 January 2002 at http://www.student.city.ac.uk/~cx639/ddab40.htm; the
proceedings of its 'Second Reading' on 23 January 2002 at
http://www.student.city.ac.uk/~cx639/ddab402r.htm and the proceedings of its
'Committee Stage' of the Bill in the House of Lords on 6 March 2002 at
http://www.student.city.ac.uk/~cx639/ddab40c.htm . It forms a part of the
Research project web site, Disabled students in higher education: current
public policy issues, established and maintained at

this web site is a free outreach activity of this four-year long self-funded
research project. This Bill aims to amend the Disability Discrimination Act
(DDA) (1995) with 22 clauses where 14 of them were proposed by Lord Ashley
on 8 January 2002 and the other 8 of them at the Committee Stage of the
readings of the Bills on 6 March 2002. This version of the Bill brings
substantial changes to the disability, jurisdiction, and enforcement tests
of the Disability Discrimination Act (1995) covering all aspects of the
access to society by disabled people from employment to education and
services. It is reported during these 'Readings' that the government does
not support this Bill and it is intended by the Government to revise the
DDA (1995) in the light of both the recommendations of the Disability Rights
Task Force and European Employment Directive by October 2004. As Lord Ashley
hopes many more people would have access to the Bill and the proceedings of
its debate in the House Lords in 23 January 2002 and 6 March 2002 in an
