This Bill aims to amend the Disability Discrimination Act (DDA) (1995) with fourteen clauses (as of 8 January 2002). Its 'Second Reading' saw the wide range of support from the House of Lords. It is reported during this 'Reading' that the government does not support this Bill and it is intended by the Government to revise the DDA (1995) in the light of both the recommendations of the Disability Rights Task Force and European Employment Directive by October 2004. As Lord Ashley hopes many more people would have access to the Bill and the proceedings of its debate in the House Lords in 23 January 2002 and 6 March 2002 in an accessible manner through this web site as well as its sister web sites. A total of 13 amendments were made establishing 8 new clauses besides the former 14 clauses. These were related to disability tests, Armed Forces exemptions (withdrawn), access to voluntary work by disabled people, access to professions and professional education by disabled people, access to vocational training and work placements by disabled learners, access to educational services by non-students, access to testing services by disabled students, access to electoral services by disabled people, and access to private hire taxis by visually disabled people. This version of the Bill brings substantial changes to the disability, jurisdiction, and enforcement tests of the Disability Discrimination Act (1995) covering all aspects of the access to society by disabled people from employment to education and services.
