Does anyone have a policy on circulation of petitions with / without the
names of petitioners?
Historically if we've accepted petitions on an issue specific to a
particular Ward passed copy of the petition sheet (but not all the names of
petitioners) to the Ward Councillors for information.
The full Council get a list of petitions received - the wording & the
number of signatures only - as part of papers for monthly meeting. The full
document inc. all signatures goes to appropriate Director to deal with
issues raised.
Recent petition against closure of an OAP club (organised by Labour Party
activists). The three Ward Councillors, all Lib-Dem, asked for a full copy
of the petition including all names & addresses.
Request refused - unauthorised disclosure to a third party. Councillors
arguing that they are not third party and need this information to carry
out their Ward duties.
Still not happy about revealing names & addresses - not sure that
petitioners would expect personal data to be passed to local Councillors or
would be happy about being contacted by them (presume this is reason for
needing specifics?).
