Care needs to be taken when claiming the crime exemptions. Can it be stated
that every electors details are required for the prevention/detection of
crime/fraud. Is every resident of every ward a criminal? The crime
exemptions can only be claimed when there is substantial prejudice to the
purpose. This would have to be shown for every person on the list. The
only way to achieve the additional use appears to be consent.
