Web Keyboard http://adyn.com/web_key/summary.html may be an answer to some
of these problems. It numbers all the links on a web page enabling a speech
system user to just say the number to make the link (and non-mousing
keyboard users to just press a key of course). The numbering may be a bit
small for someone with a visual impairment though and I haven't checked to
see if the font size and colour can be changed. I've only had a quick look
at it but I think it's potentially very useful for speech system user who do
a lot of web browsing and can't use a mouse.
