Hi, I got word from the horses mouth and this is what we do.
If students have outstanding fees we let them take the exams. Then in
the Ordinances of the University there is something like - if there
are outstanding fees no degreee will be awarded. Taking that further we
do not disclose a mark or anything else, ideally all we should say is
that the person has been a student here.

With regards to the NI question I am told the Student Loans Co. had
wanted to use it for collected debt from students and permisssion was
refused by the DPR.
