The Mandatory Award regulations Notes for Guidance quite clearly states in section IV
(Student Requirements) under the section on the Disable Student Allowance para 2.41 that "In
some cases it may be necessary or desirable for a student to purchase items of special
equipment before the start of his course, so that he may make use of them from the very
beginning of his studies". This para ends with, "There is no bar under the regulations to
making such payments in advance of the student's attendance on his course."
Maybe the LEA should look a bit harder.
