I can't say anything about your second question, but as
far as the first is concerned, you may find some interest
in the Regulations and Guidance issued by the Joint
Forum for GCSE & GCE on Candidates with Special
Assessment Needs. In Clause 35 on page 8, it states
'In examinations where Spelling, Punctuation and
Grammar form part of the Assessment, all candidates
will be assessed under the same national criteria'.
Another clause (39) on the same page states 'In
examinations where Quality of Language forms part of
the Assessment, all candidates will be assessed under
the same nationally agreed criteria....There is no
exemption allowed from the Assessment of Quality of
Language'.

obtain this brochure. We feel it offers a useful guide to
the problems surrounding the assessment of students
with special needs in HE.
