OK,
The first point about support through ATW was in response to someone
(sorry been a busy afternoon and I have forgotten who) saying that she
knew of a Dyslexic man who required support but probably wouldn't have
got it under the ATW, so my point was the same as yours he should
receive it.
The second point depends on when you came into employment as a disabled
person, there have been so many changes to the ATW scheme that it
depends on when you joined as to how much your employers paid, I was
first 'assessed' in 1994/95 but only recently asked for interpreter
funding for myself. In 1994 my employer was asked if they wanted to
contribute and (partly on my guidance) said 'no' that was fine, they
didn't need to and the 'business plan' was drawn up for me to have
support paid for by ATW. However when recently I asked for 're
assessment' if you like, I was told that my employers would have to pay
the first £300, now Nottingham Trent University would have no problem in
paying that for me and I feel they would without question, but that
isn't the point, so I challenged it and the goalposts were changed again
and I get support without my employers having to pay.
My point, if anybody is still reading this tome! Is that Disabled people
who require support in employment are potentially less attractive to
employers because under the DDA and ATW they will cost their employers
money which they would not have to spend if they were employing a non
disabled person... is that clearer ? (It is Friday after all!)
