I don't know, either. Given that we don't life in a Utopian world in
which "everyone can have the very best for all of the time", it seems
like little more than common sense to me.
Mind you, as I think I recently observed, I'd be cautious of using a
phrase like "supremely democratic" - since the concept of democracy
is fine unless/until one realises that it amounts to disregarding the
views and interests of minorities!
