As I said, it could be done, but I don't know enough about the US
culture etc. to know what the consequences might be. If all public
gas stations were closed, and had no gasoline anyway, there would be
no point in people turning up at them with guns. If 'essential
users' then got their fuel from the (relatively small number of) sort
of places I mentioned, they could presumably be guarded by people
with even bigger guns?
I do understand that, for geographical, cultural and sociological
reasons, the US presents a major challenge, but one that you may
nevertheless have to address.
