I have limited FE experience but looking at the consent form here - https://www.jcq.org.uk/exams-office/access-arrangements-and-special-consideration/forms first in list - it looks wrong to me. Cannot see how processing of candidate data can use consent as lawful basis.
Where is the choice?
Surely looking at access arrangements as an example it is Art 9(2)(g) and Sched 1 Part 2 - Equality of Treatment ?
