I suspect the Council has the same duty of care to its elected members (since they are the Council!) as it does to its employees.

Subject: [data-protection] Adverse Risk Register
We maintain an adverse risk register (potentially violent persons). We follow our procedures re strategy meetings etc and do notify the person/s that they are on (or going on) the register, what for, how long and when it will be reviewed etc etc.
The basis register is accessible for those who need to check out an address they may be planning to visit - if a positive check is found they must refer to their manager who has higher access to the detail/s and they can share that information if it is relevant, if it is not then they won't.
My (Friday) question is this:
Can/should the local elected member be advised of the addresses and or person/s on the register from their ward as a matter of routine? On a strictly confidential basis so they do walk (blindly) into a situation?
Regards Derek
