Under the old marking scheme some organisations (particularly those who
handled a lot of sensitive material) used [NOT PROTECTIVELY MARKED] as a
means of clearly identifying data not covered by the protective marking
scheme. - though others just didn't bother marking such data.
Under the new scheme introduced in April 2014, the concept of [NOT
PROTECTIVELY MARKED] government data was abolished and data previously
covered by unmarked, Protect and Restricted were all swept into a the new
category: OFFICIAL. There is no requirement to mark anything OFFICIAL, but
all communication from Government unless marked with a higher protective
marking is considered to be OFFICIAL.
Phil is right to point out that th change is approach has rather blurred the
distinction between data that was "protectively marked" for national
security purposes and that which was just government data or personal data.
The schem can ow more accurately be described as a classifcation scheme
rather than a protective marking scheme.
You should no longer be receiving Government data marked [NOT PROTECTIVELY
MARKED] - except from departments who do not understand the marking scheme.
If marked at all, this ought be marked as OFFICIAL.
