As someone working outside government I don't routinely have to understand
protective marking, but some of the organisations I work with do have to
take it into account, so I would welcome clarification if someone in the
group has the time.
The lowest rung of the protective marking scheme - 'Official' with no
qualification - does not have to be protectively marked. So, by marking
something '[NOT PROTECTIVELY MARKED]' does this mean that the content is, in
effect, being marked 'Official', or does it mean that the content is outside
the government protective marking scheme altogether (because it is not an
official communication)?
