I am not sure I entirely agree. If you use your own device for work related
activity then you do so as part of your professional life and whether
sanctioned or not, the responsibility is not just yours it is the
organisation's. Of course if you breach all guidelines then it's down to
you, but the organisation will take the fine from the ICO...
This is why if you use the NHS email service on an iPad, the installation
forces you to implement the security features (let's not go into how good or
bad they are) before you can gain access. You also access information
commensurate with the NHS policies that relate to your organisation or the
wider NHS family of organisations.

If it's your own personal device then that's at the owner's own risk. But if
it's a phone issued by an employer for work purposes then it should have the
same level of security as a work laptop or USB.
