Speaking as someone who has certificates for a few things I would jolly well hope that someone was checking identity before handing out certificates!
Having said that it is a balancing act and I would suggest that this is a prime example of where a risk assessment should be performed and then a decision made based on the risk acceptance (or mitigation).
I am aware of one individual who used illegally obtained certificates of education to impersonate the holder and gain employment, so it can happen.

Good morning!
Do you require proof of identity to issue replacement degree certificates? We're looking at replacing our current form (with signature as proof of identity) with an online application from which it may be more difficult to verify the identity of the graduate.
Do you think this is a concern or if we ask for enough details (programme, classification, year etc) have we taken reasonable steps to verify the identity of the individual?
