Firstly CCTV can be used for many purposes but it has to be registered with
the ICO for each purpose.
So lets say that this was being used for the purpose of monitoring pupils
behavior and safety of pupils (covers both the pupil bullying and pupil
being bullied) then you would be able to use the system to monitor their
behavior in the playground etc.
The system would also be required to meet the Data Protection Act before it
would not be infringing rights. This does not just mean signage!
If you are fully satisfied that the system is compliant then you may use the
information in the way in which it is set out in your CCTV manual - this
would be prepared in advance of any incident occurring.
I would suggest that there is no requirement to show the pupils parents the
CCTV information as the head teacher or teacher would have already viewed
the footage (ensuring that it is logged etc) and that they should be able to
inform the parent of the pupil of the concerns.
If it was that the parent wished the footage then they would have to
complete the Subject Access Request as normal and then you would have to
pixel out information of others in view.
I would try to remove the need to pass the footage over as it can be
interpreted differently by those involved - especially as CCTV does not
provide sound.
