Scottish Public Authorities doing surveillance under RIPSA are not affected by the changes to the local authority surveillance regime to be made by the Protection of Freedoms Bill. However the current News of the World controversy will mean that inevitably surveillance done by Scottish councils and others will also be more proactively scrutinised by the media and other interested parties.
