No it hasn't and it won't be until such time as all of Part V of the Police Act 1997 becomes law. (See ICO's comment on the Freedoms Bill for further info on this.)
However section 27 of the Safeguarding Vulnerable Groups Act 2006 is almost identical to section 56 of the DPA. My reading of it is that enforced subject access is now in play. The ICO does not share that view but I disagree with his interpretation of section 27. If anyone is interested in their comment I would be happy to send it to you on the condition that you give me your take on it.
