What's the difference between an "email account" and an "email system"?
(And indeed, an "email address").
Are you insisting that as well as using a County Council email address,
you need these councillors to log/VPN into some sort of webmail system
hosted on your servers?
I can see why you might regard that as more secure (and easy to manage),
but perhaps it prevents people from reading their email when not
connected, which would be one of the reasons I'd have an objection
myself.
