The Children Act 1989 imposes a duty upon a Local Authority to investigate
if a child is in need (s17) or at risk (s47). In order for them to do so
section 27 states that:
(1) Where it appears to a local authority that any authority or other
person mentioned in subsection (3) could, by taking any specified action,
help in the exercise of any of their functions under this Part, they may
request the help of that other authority or person, specifying the action
in question.
(2) An authority whose help is so requested shall comply with the request
if it is compatible with their own statutory or other duties and
obligations and does not unduly prejudice the discharge of any of their
functions.
This could include requesting the current address for the children.

[data-protection] Disclosure to Social Services
A tenant has moved to another premises. His ex-landlord has reported to
Social Services that due to the state of the house when he left he is
concerned about the children. Social Services have asked Council Tax for
details of their new address and details of the children (ages etc).
Is there any law governing Social Services which means Council tax have to
disclose - or any DP exemption ? I am not happy about disclosing the
children's details as I feel that this is up to Social Services to find
out when they investigate. However, they cannot investigate unless they
know the new address. I am also concerned that the ex-landlord may just
have a grudge against the family.
