Enforcement against a council will have political implications (especially if it is controlled by opposition). Enforcement against a business (could signal anti business bias (did they donate to the opposition))
Enforcement in general is a very public activity by a government agency and could be seen to highlight the energy, dynamism, and law and order credentials.
Hardly an overkill situation. It is pragmatic and effect and let's politicians be politicians and keeps public servants out of the fray.
As we say in chicago, vote early and vote often.

I would also add to what Simon has said is if any decision notices relate to
government depts there could be purdah issues also.
Not so for other areas such as local government or other Pas I would assume.

It's my understanding that the process of Purdah relates to anything related
to government (ico is a government body) and included in Purdah rules are
those on press releases. So it may be that this is overkill, but the rules
mean that they have to fall in line.
