Although I am not sure the argument works. Because if you believe RIPA is
being misused the once, then does that make it right? Because it's 5 times
per month, if RIPA is not being used correctly then the law is being broken
5 times per month by council, no?

10,000 divided by 400 Authorities divided by 5 years = 10,000/2,000 = 5
times per year!!
Even if only 200 Authorities use the power, that is of the order of once per
month

The figures make interesting reading but will it spur the government
to make sweeping changes in its forthcoming review of the RIPA codes?
The tories are suggesting judicial oversight of every use of RIPA but
I am not sure if this is practical.
