Dear Malcolm,
We haven't yet received such a request here but my instinctive reaction
is the same as Samantha's, that individual consent should be sought from
each external examiner. I would doubt whether external examiners
envisaged their names being given by an HE body to an employee's
organisation when they agreed to become an examiner.
The big question will be what then to do if an examiner fails to respond
or withholds consent: public interest test etc., and the private
interests of the examiner who may not wish to receive communications
from UCU or whoever or pressure from within their home universities.
