We have several students in this bracket and have done for a few years being a University that supports BSL users regularly.
Luckily we have enjoyed a supportive ALF panel but this fund is not bottomless and the University (as all others are suggesting) underwrites the rest.
As others have stated, we view this as our legal responsibility.

Just to clarify - The university would not ask the student to pay this money back. What we would want to do is mitigate the loss to the institution and the aim is to see how other universities manage similar situations.

From SENDA perspective, the cost of these services were intended to diminish when accessibility was embedded in everyday practices. such bills were considered to be indirect indications of the level of accessibility provided. In otherwords, the more a University embraced the social model, the less expensive 'individual funding' would become. At least that was the intension of SENDA. In my view, such model does not work because DSA reinforces an individual model, so institution are always given an equivalent of a financial 'paracetamol' to 'sort out' their internal barriers. I am not clear what you mean by 'he would owe about £50,000'. Are you
asking the student to pay this back? At Manchester we would use ALF after DSA exceeds and the University would also contribute. We don't ask students to contribute. Did you know that in such circumstances more than £3000 of ALF can be used? This might help. Also, NMH allowances rise substantially from September.

the Director of our department has asked me to identify what other universities do because it's been our practice to make up any shortfall in the past. Because of the level of the shortfall on this occasion, at the end of the degree course he would owe about £50,000.00.

When we have had a student who has exceeded DSA and ALF funding combined, the College usually makes up the difference. This has some pitfalls depending on what the needs are and how we pay for them (i.e support
workers) but it means that the student is fully supported.
An idea for their next year might be to look into the Snowdon Award scheme?
I know you have to apply quite early so may not be an option for this year of study, but certainly for subsequent studies this may be of use.
