I would have thought that the student should always have input; I
struggle to think of many conditions where PEEPs could be easily done
without (although I recognise there are some). The DED might suggest
disabled staff/student involvement in these sort of decisions anyway
(including development of some of the OP ideas).
I think that there are differing issues between universities as well.
Had I gone to (e.g.) Warwick or Cambridge, I would only have needed to
access my departments' teaching space. Some universities don't have
that deliniation. I also think that whilst specifing
accessible/egressible (is that a word?) rooms is important, so is
meeting the everyday needs of other students in that class (e.g. the
effects of fatigue, need for seating close to the board, etc.)
