This is a little beyond my competency level but I understand that personal
information in the construction area has been tightened up in the last ten
or twenty years or so because of the number of individuals who worked "on
the lump". - Individuals who were effectively self-employed. Without
adequate paperwork etc they were able to work without paying their dues.
The information request could be a throwback to the bad old days.

A national insurance number is something that may be required by an
employer or public authority for social security, health or income tax
purposes.
I fail to see for what other purpose it can lawfully be required. (There
may be one, but I can't think of any).
I am also suspicious of their request for dates of birth? How is that
relevant to the provision of the services they are providing, and why do
they need the private addresses of attendees?
It smells of something to me.
