"Data Sharing
4.3 The scheme's eligibility criteria are based on age and/or qualification
for social security benefits.
4.4 The intention is that the Department of Work and Pensions (DWP) to
provide social security information to the BBC, or organisations involving
the BBC (which may include DCMS), and with the supplier so that help is
targeted effectively without the need for written claims or the production
of documentary evidence. _The powers to enable DWP to share data are set out
in the Digital Switchover (Disclosure of Information) Bill, which DCMS
published in November 2006. DCMS hopes the Bill will receive Royal Assent in
the current session._"
From what you say the people managing the switch are too much in a hurry and
are not prepared to await the bill mentioned above.
