No, they *are* waiting, but taking the opportunity to complain how
inconvenient it is for them to [comply with existing law and] do "plan
B", which is write to everyone in the area asking to claim a STB if they
are on benefits.
Of course, the Digital switchover has been in the pipeline for years, I
wonder why they've only just realised they have a problem with this
aspect?
