I did some work on ID cards earlier in the year.
The LSE produced "An Alternative Blueprint for a National Identification
System" in its report "The Identity Project an assessment of the UK Identity
Cards Bill and its implications".
The Government produced its response

I found that there was no detail available about the workings of the
proposed scheme although a KPMG report of 7.11.05 does refer to a Government
blueprint:
