I did some work on ID cards earlier in the year. The LSE produced "An Alternative Blueprint for a National Identification System" in its report "The Identity Project an assessment of the UK Identity Cards Bill and its implications". The Government produced its response www.identitycards.gov.uk/library/Response_LSE_Alternative_Blueprint.pdf I found that there was no detail available about the workings of the proposed scheme although a KPMG report of 7.11.05 does refer to a Government blueprint: "Home Office ID Cards Programme Cost Methodology and Cost Review" www.identitycards.gov.uk/library/2005-11-7_KPMG_Review_of_ID_Cards_Methodology.pdf This is based on my work of 9 months ago and therefore it might not be uptodate.
