I redirected my mail and filled out the redirection of mail form.
One could do this for individually named people - paying separately for each
one. I had to provide two forms of identification - and I think that I would
have had to done for each of the individuals listed - should there have been
any.
An interesting aside is that in my former block of flats since we had a
"security entrance" we did not have individual postal delivery to the door
but the mail for the 15 flats was delivered to one simple wire basket at the
front door.
With a series of tenants in many of the flats old mail was not removed nor
returned to sender - despite the length of my living in the block I didn't
know many of the people there - at one time I would ask which flat someone
lived in but discretion became the better part of valour.
We did have a new front door put in about 5 months ago, but there were no
individual letterboxes placed in the surround of the door. All for a few
pounds and difficulties of collecting moneys. Hence among other reasons why
I moved.

A few years ago, I had the same problem with the Post Office. I live in
London and (as most people do) moved into temporary accommodation when I
first arrived. I was a sub-tenant in a shared flat for six months and
the head tenant paid the bills which the cost of which was included in
the rent. I did not have my bank accounts sent to the flat for a couple
of months as the post was there for anyone to pick up and I did not know
the other tenants. When I left, I asked the post office to forward my
mail. Without bills or 6 months' bank details at the address they would
not do it.

I have recently moved address.
My Council have sent me a form to register as an Elector. They require
me to
send the original - not the copy - of a utility bill containing the new
address.
The standard form which is online of the Electoral Commission mentions
no
such requirement.
