You have presumed that all information about individuals is "personal data"
under the DPA. I am not a lawyer but I certainly believe that to be the
case.
With respect, you assume that you interpretation is correct and therefore
everyone else must be wrong. Not a very useful basis for discussion.
It is clear in my mind that a hotel distributing information that they have
collected for the process of registering guests should be only used for that
purpose.
I might agree that if someone is taking photos in the grounds of a "private"
hotel that a guest might have a right to privacy. After all, presumably the
manager/owner can presumably decide what happens in their hotel.
On the other hand, if someone is attending a "public" event I am not sure
that they can expect the same right - although I would imagine that this is
not to say that they have no right to privacy whatsoever.
