I have contacted the DFEs helpline regarding this problem. The first piece
of advice I was given was that although the PTG1 form could not be completed
before registration, that this should not prevent students applying for DSA
and therefore completing the DSA 1 form. However, there is still a problem
as part time students still have to fill in section 5.
I contacted the DFES helpline again, (an adviser called me back having
spoken to a policy adviser), and was advised to sign that section on behalf
of the college myself, but to amend the wording to something like the
declaration for part time post graduate students. This will apparently be
acceptable to LEAs.

Following on from Louise Thompson's very helpful e-mail can I ask how
universities tackle filling in section five of the DSA1 form and similar
sections on the PN1 and PTG1 forms for applicants. Our registry department
say they cannot stamp the form until the student has enrolled as this is the
only guarantee that a student is definately coming to the university, but my
understanding was that students could apply for DSA up to six months prior
to the start of their course?
I have contacted several LEA's who say they cannot accept the forms until
they are stamped by the university.
