Data enquiry across government departments has been going on for many years
with the main control being a resource one within the areas servicing the
requests of other departments. The DPA cannot stop that matching being
moved into a computerised environment with access being allowed from the
departments wanting to use the data, and an increase in use would seem to
follow as the previous constraints are removed.
After all consider the exemptions and their application. A CoP will no doubt
provide some controls that the DPA demands, but how effectively do
organisations or the OIC manage those? And the government do rather seem
to be following the lead provided by the private sector.
One can clearly perceive the type of move above being another step towards
the increased effectiveness of government. Better not to say anything too
contrary to the official viewpoints as it might be held against one! :-) A
pity the HRA does not seem to bite either.
I do rather wonder what the affect of the courts access to Works and
Pensions databases will have and if the police will be/have
obtaining/obtained the same type of access. Certainly that part of the
credit reference agency databases focused on court fines will be reduced in
value and how will offenders survive once they become aware that when they
approach the state the courts will catch up with them? Probably reduce the
police numbers needed I suppose, unless terrorism keeps increasing.
