Only if that request for clarification is *necessary*. When advising clients
on this issue I tell them to pretend it's the police asking for the
information - how much clarification would you need from them? It usually helps them
to make their own decision about sending a form for them to fill in, asking
them to be more specific, etc.
In many cases, computer search facilities are good enough to find the
information requested and the manual files of most public organisations are easy to
locate now they have all done their FOI records management tasks. ;-)
