Section 7 (3) seems to say that you don't have to satisfy the request if
you've told the requestor that you need clarification.

I am certain that the clock does not stop running. You have no legal
right to wait for the answer to any question, but must provide the data.
The sole thing you may wait for is the fee, should you charge it.
However, if you require proof that they are who they say they are, TICO
is most unlikely to pursue you for default.

Are you sure about the clock not stopping?
If I asked an individual to clarify what it was they wanted I would
expect to reset the clock until I had the response. What if they took 40
days to reply with clarification?
