The Act simply says "in writing" so I don't see why email is not
acceptable (given the current understanding of a request under FOI).
Obviously you may wish to clarify what the person is looking for and you
may need to get them to establish their identity, but the basic request
seems valid to me.

Subject: [data-protection] email requesting Subject Access Request
Is it lawful for someone to make a DP Subject Access request by email.
The pdf is signed and has been scanned in. The cheque for the fee has
apparently been sent separately. We have a form which we normally send
out for completion so are we within our rights to ask that this be
completed before proceeding ?
I realise that an email request for FOI is valid and the email has been
sent on to our FOI dept for them to deal with the parts that apply to
them.
