With the usual caveat that this is a personal opinion, as far as the regs are concerned s2(2)d deals with who has to give the information and only covers LAs. As far as I am aware, universities are not part of an LA but are independent bodies. S3 just covers the purposes that information that must be released and not who has to release it. Therefore, if you are not part of a Local Authority, it would seem that you are not covered by these sections. I would ask for more clarification about how they think that you are covered.

I would appreciate your expert advice.
I was approached by the Child Support Agency who wanted some information
about a person who might be our student. I have asked for a disclosure
form to be signed by that person authorising us to disclose the
information.
They came back to us saying that we are obliged to disclose this
information under Section 3 of the Social Security Act 1998 and the
Child Support (Information, Evidence and Disclosure Regulations 2(2)(d)
and 3(1)(a)(d)(e)(f)(h) and (hh).
Are we obliged to disclose any information under the auspices of the
above Act? Your expert advice will be much appreciated.
