I am not an expert in this specific area, but have gone through similar
queries of requests made of organisations by the Inland Revenue. This peaked
my curiosity so I have had a quick look at the Act and whilst I have not
gone in depth I can see nothing that obliges this type of information
sharing in the sections you describe.
The Child Support Regulations you refer to is more difficult as there are
loads of regulations, some I have looked at and none contain any relevant
information in the sections you list. I would request the location of the
actual document they refer to, to ensure that you read the correct one. I
would be interested to know which it is, by the way.
My view, is that with the small amount of checking I have done, there does
not appear to be any obligation on your part to supply the information. I
would suggest you look at the request and the reasons behind it on its own
merits and decide if it is relevant to share the information (or whatever
other action you feel appropriate). I would also strongly suggest you talk
to your in-house legal team about this, as they may well have better
information as to what obligations they refer to.

I would appreciate your expert advice.
I was approached by the Child Support Agency who wanted some information
about a person who might be our student. I have asked for a disclosure form
to be signed by that person authorising us to disclose the information.
They came back to us saying that we are obliged to disclose this information
under Section 3 of the Social Security Act 1998 and the Child Support
(Information, Evidence and Disclosure Regulations 2(2)(d) and
3(1)(a)(d)(e)(f)(h) and (hh).
Are we obliged to disclose any information under the auspices of the above
Act? Your expert advice will be much appreciated.
