Why couldn't I ask something like "how many people who have moved house
in the recent past have not had their notification to the council
processed yet"? There's no personal data there, just an embarrassing
statistic that informs me about their efficiency (or lack of).
I can put my hand up and say "at least me", but it would be interesting
to know the actual figure. The person on the desk at the council on
Friday gave me (unprompted) the figure of 4,000, but I simply don't
believe that so many people have moved recently, let alone in the 14
days she also said it took them to process the changes of address.

Of course, they process the final bill for council tax in 2 days,
triggered by the same letter that says I'm moving, and which gives my
new address.
But because the people who type in the new address are a fortnight
behind (but the people issuing new bills only are 2 days behind) then
they send the bill to the *old* address - even though I'm no longer
living there, and will only get the letter if it's forwarded on to me.
Duh!

I wonder if that's a systematic infringement of principle 4?
