Deleting their details from ALL databases is not an option when they are a
customer; in which case we keep their data for accounting purposes.
I can see that there are still contradicting views here. If Tim can give us
the link to the ICO's recommendation that he mentioned, we might start
getting somewhere.

You should have erased the person's details from all of your distributed
databases. Or if you didn't, then that would surely disqualify you from
ever using any such databases which are still in a virgin state for
marketing purposes (because they fail the fourth principle).
