I dispute that is a full answer.
Many 'pending trays' will probably contain material which is difficult to
initially categorise or needs further enquiries to categorise. I suppose
with less experienced or well trained staff, or areas understaffed, the
piles will be larger. Although correctly focused initial training would only
be one influencing factor.
More of the material in an 'in tray' is likely to be as you state.
