I wonder whether identifying the trader really would be a breach of a
DP principle?
Would it be unfair, given that (a) a trader is probably making the fact
that he sells fireworks public by displaying them in his shop or by
advertising them in some way (b) if he's storing them at his home,
rather than in a shop, neighbours may have a legitimate interest in
knowing that the house next door is used to store explosive materials
and (c) the disclosure would indicate that by registering the trader
has, at least in part, complied with the relevant regulations...
