Has this not been conducted for a number of years in many educational areas
where subsequent employment (or part of the course) the learner could follow
would be dependent upon the outcome of any criminal record check. i.e.
social work. I believe career advice to the learner is the rational used as
a means of meeting the DPA requirements. You may find useful advice
available in similar sorts of educational areas as some awareness will exist
of how the vetting is controlled and the types of approaches used.
One could suppose the results of a relevant CRB check are likely to be
utilised in a similar way as time passes, although it would seem unlikely
they will merely be a type of work permit. If past experience in some other
areas is anything to go by a sort of annual bill of health facilitating
membership is more probable. Certainly housing will inevitably wish to
utilise such a facility, if previous pressures, and the actions of some, are
anything to go by.
Personally I used to advise individuals to disclose exactly what they could
recall, prior to criminal subject access being enforced against them, as an
indication of their current levels of honesty and integrity. However after a
few years I stopped doing that when those who had acted on that advice
required further checks and informed me their disclosures regarding spent
convictions (shown on subject access responses) had subsequently been used
against them. Odd when the 'criminal' shows the greater ethical integrity
and the more 'lawful' the lesser.
