I think fair processing notice is important here. Young people,
provided they have mental capacity, have the same rights as everyone
else and their data should not be used unfairly - age is not the issue.
If you wish to share information with parents (and I can understand that
many colleges would wish to do so , especially if students are under 18)
then you need to make that clear in your fair collection notice or get
their consent.

student. Our Student Complaints procedure makes clear that we will

accept complaints from students and not third parties. The only
exception would be where a third party complaint was made with both

authorisation of the student and the student's written agreement with
the complaint.
We have very few students under 18 and those that are, are normally
only
under 18 for a few months at the beginning of their studies. In these
instances we write to the parents informing them that we are not
acting
in 'loco parentis' and that we consider the student to be an adult.
So in answer to the three scenarios - no, we would not enter into any
discussion in any of the circumstances

I think that it would depend on the age and competence of the student.
A
5 year old student, you wouldn't need persmission. An 18 year old at
university you would. An 18 year old with severe learning difficulties
you might not.
